It is mandatory for anyone who lives or works in the Netherlands to arrange for private cover for Dutch health insurance. If someone fails to arrange their own private cover, the Dutch Central Administration Office (CAK) will take out insurance on their behalf. In that case, the CAK will instruct the employer in writing to withhold the premium. This is called resource retention.
Upon receiving the instruction, the employer is legally obliged to deduct the premium from the net income of their employee. Net income is after the deduction of payroll tax and social insurance contributions.
