According to Ordinance No 194/2002, a 'foreigner' represents that person who does not have Romanian citizenship, citizenship of another member state of the European Union, of the European Economic Area or of the Swiss Confederation.
Depending on the type of activity to be carried out in Romania, the following categories of workers may be employed in Romania: permanent worker, trainee worker, au-pair, seasonal worker, cross-border worker, highly qualified worker, posted worker, ICT worker and especially qualified personnel.
The procedure regarding employment of foreigners on the territory of Romania requires the following steps:

•ÌýÌýÌýÌý obtaining a long-stay visa
- Ìý
•ÌýÌýÌýÌý obtaining a residency permit
- Ìý
•ÌýÌýÌýÌý issuance of a residence permit for work purposes or for posting purposes
In Romania, the employment of foreign citizens is started by obtaining the employment approval, requested by their employers, and issued by the General Inspectorate for Immigration (IGI), through its territorial formations.
