In Tanzania, non-citizens cannot personally apply for a work permit. Only local incorporated companies and foreign companies with certificates of compliance (5.1) and a permanent place of business in Tanzania or Zanzibar (5.3) are allowed to apply for the work permit on behalf of the non-citizen.
It is only once a work permit has been issued by the Ministry of Labour that an application for a Residence Permit can be made. Applicants are institutions/companies/employers registered in Tanzania.
